The AGAR, or Annual Governance and Accountability Return, is a legal requirement for English local councils (i.e. parish and town councils) to submit annually, detailing their financial and governance procedures for the year. It includes an Annual Governance Statement and Accounting Statements, which are reviewed by an independent internal auditor and then an external auditor to ensure compliance with financial regulations.
